Swf file downloads on chrome

Chrome "downloads" .swf files instead of playing them. How do I fix? All of the links I'm finding tell me to "enable" Flash, but I'm not seeing an option to- I can either disable it outright, or have it "ask first", which was the setting it was on to begin with.
